USDA-APHIS Announces New & Revised User Fees
First User Fee Changes in Ten Years – The U.S Department of Agriculture’s Animal Plant Health Inspection Service (APHIS) plans to announce the addition of $154 million in user fees for Agricultural Quarantine Inspections.
FDA Revises Food Safety Rules
After farmers complained that the regulations could hurt business, the Food and Drug Administration revised sweeping food safety rules proposed last year. Regulators say balancing the need for tighter food safety standards after major food-borne illness outbreaks in spinach, eggs, peanuts and cantaloupe against the needs of farmers who are new to such regulations has been a challenge.
Keystone Pipeline
The State Department cited ongoing litigation in the Nebraska Supreme Court (which could re-route the pipeline) and additional time needed to review an unprecedented number of public comments received during the most recent comment period.
Congress Approves Increase for Cansler Consulting Clients

Our client, California Agricultural Commissioners and Sealers Association (CACASA), understands this and so it is especially gratifying that after employing our strategies over the past few years toward the re-authorization of the Farm Bill it included language for a 40% increase in funding for federal programs important to their day to day operations.
USDA Releases New Programs to Help Farmers Manage Risk
Farmers have to choose a New Risk Management Program. Farmers and farm managers can choose from two varieties of ARC (Agriculture Risk Coverage) or PLC (Price Loss Coverage). If farmers do not elect an option, they will automatically go into the PLC program.

President Obama Signs Executive Order for Immigration Reform Policy
In a public TV address, President Obama announced his changes for immigration policy. Congress responded by funding the Department of Homeland Security through February 28, 2015 in the CRomnibus.
Majority Changes in Mid-Terms Elections
The mid-term elections on November 4 produced a resounding win for Republicans across the U.S. The Republican party will now control both legislative chambers in the U.S. Senate and House. Republicans were also successful in picking up some gubernatorial seats. There are now 31 Republican governors, 17 Democrat governors and 1 Independent (AK). Vermont will be decided by their state legislature this year.
